Subtitle E Governance talks about the commissioner that has a major role in the Health Reform. The following defines his role:
SEC 141
COMMISSIONER.—
(1) IN GENERAL.—The Administration shall be
headed by a Health Choices Commissioner (in this
division referred to as the ‘‘Commissioner’’) who
shall be appointed by the President, by and with the
advice and consent of the Senate.
While scimming through the bill today in the first forty pages these are some of the statements I found:

The commissioner
shall, in coordination with States, conduct audits of qualified health benefits plan compliance with Federal requirements. Such audits may include random compliance audits and targeted audits in response to complaints or other suspected non-compliance.
Call me crazy but after only 40 pages and I find this much authority given to one individual and still have 977 pages left, that seems like a lot that one person has control over. He has the authority to define, specify, and deem what is appropriate.
